The reasoning for their thinking, it appears, is that gold stocks are lagging behind gold by about 40% simply because they are STOCKS.

They are saying that the overall stock market is down about 40% so this is normal for gold stocks like everything else.

They say that perhaps the gold stocks were overvalued in the good old days (like from 2004 to '07) and have lowered accordingly.
